Am I entitled to higher wage?

I currently work a seasonal position with the county I reside in. I have for several years. This year I was told that my wage is maxed out in my current position. The position I applied under has a previous history of a higher wage on the application and also I am assigned daily the duties of the next position up, which are not listed in my job description of what I apply and am hired under. Therefore, since I’m working out of my job description, am I entitled to a wage that falls between what I am in now and the next position up?

You are not automatically entitled to a raise if your job duties have changed from that for which you were originally hired. That is unless the terms of an employment contract or union agreement provide otherwise. The fact is that a company can set the conditions of work much as it sees fit (absent some form of legally actionable discrimination). At this point, you either acceot the situation and keep working, you can complain but risk termination, or you can quit.
