Am I allowed to take used liquor bottles/ wine bottles from my local bars and reporpose them into lanterns and resell them?

Am I allowed to take used liquor bottles / wine bottles from my local bars and re-purpose them into lanterns then resell them with the label still on bottles. In doing some research I found this company doing what I want to do. The owner says that a law is in place that says certain products that are from trash landfills or recycling centers can be re-purposed and sold. Is this the case?
