According to texas real estate law, when is it illegal to cold call. Interstate, international, or both?

I could not find any specific law on the subject.  Your best bet is to speak with the the applicable Texas real estate licensing board.  They would be able to let you know all of the rules and regulation governing this; including not only interstate cold calling but quite possibly international as well.
