Is a private company allowed to collect employee contact info without their
permission? — the private company is technically not the employer of said
employees as a third party is contracted out to handle all HR duties.

No, that is not correct. There is nothing protected about contact information--it is not social security or bank account numbers, or health information. Anyone who knows a person's contact information can pass it on to anyone else; anyone can look up or try to find contact information; anyone for or with whom an employee is working (even if not the direct employer; i.e. not a staffing agency) can require it from that employee or refuse to work with them (they can refuse to have staff whom they cannot reach if necessary); and any person can give out their contact information to anyone.
