What can I do if I received a promotion but was not given the raise which should have gone with the position?

About 2 years ago I was offered a manager position at $65k/year. About a year into the job the position was elevated to a director level position. I was told there would be no increase in salary, even though there is a base salary for director positions. Do I have grounds for a lawsuit?

No, you do not have grounds for a lawsuit: there is no law requiring that all employees of a certain level (e.g all directors) be paid the same or a certain minimum, or requiring that a raise go along with a promotion. Your employer has free discretion to decide whether to give a raise, what to pay you, etc.
