What to do if 2 of our bikes were stolen from our apartment garage?

The gates were left open for the past 4 days and the management had not bothered to see that gate was repaired ASAP. Can I sue the management as I strongly believe that if the gates were working this would not have happened?

You can sue management where you reside for the theft of the bicycles which is your right under this country. However, unless you can prove that a representative with the property management company actually stole your items the chances of success in the court room is remote. The person to sue is the one who took the bicycles.
