Why would an insurance company not accept a proof of insurance that is properly completed and signed?

We had a theft and submitted a list of the stolen items along with a signed, witnesses proof of loss. The insurance company wrote back and said they are unable to accept the signed proof of loss as they continue to investigate the claim.
Either they (1) as a matter of policy, require an investigation of claims; or (2) something about this claim has caused them to investigate. An insurer is not obligated to accept an insured's proof of loss at face value, but is entitled to investigate. At this juncture, you wish to get something in writing from the insurer both explaining the status of their investigation and getting some committed date by which it will be complete, so that you know when to follow up.
