While the facts are unclear to me, it appears that your daughter was involved in an accident where she rearended another vehicle.  The other vehicle's driver was paid by his insurance company for the damage to his car.  Now his insurance is coming after you to be reimbursed for what they paid out.  If your daughter was at fault, they have the right to do this.  If you want to argue about liability, you will have to try to negotiate a settlement with them for a percentage of the damages, or hire an attorney to do so.  If there was a police report or an independent witness who can state that your daughter was not at fault, get a copy of the report or a statement from the witness.
