Who's insurance company would be responsible for paying for damage on my car?

Question Details: I was recently in a accident, I hit a car that slammed his brakes and caused me to stop quickly but was unable to avoid hitting the person in front of me, also there was a car that hit me from behind because he was unable to stop but there insurance company only wants to pay about 60percent of the damage to the rear of my car, Shouldn't they pay for all the damage from the rear to my car because my insurance payed for the all the damage that was done to the rear of there car. also the person that slammed his brakes fled the scene and was later found and arrested for he was not licenced
