Who is at fault whos respondable?

Question Details: My brother died last week in the care of a correctional area, they rebuilt his heart a few months back at OSU heart center but they said a vaule was stil leaking and was to have another to fix it they kept putting it off, but in his cell he called for help his chest hurt no one came until a gaurd saw him on the floor he did cpr, called for nurses they just stood there,they say he died,cell mate next to him said took him to OSU were they said he died in ER.for good, who is respondable for safety of my BROTHER and his care

That is something you need to hire an attorney to review. Your information would be considered "hearsay" and not truly admissible in court. You need a lawyer to subpoena records, video, audio, medical records, etc. You need him to review the correctional facility, the policies and processes and medical protocol.
