Who has legal ownership of a birth certificate - the person on the certificate or the parents?

Question Details:

Who has legal ownership of a birth certificate? A friend of family is 18-years-old and wants and needs her birth certificate for proof of identity for a driver's permit. Her parents refuse to give it to her. Does the 18-year-old own the rights to the certificate or parents?

That's an interesting question, but I don't know the answer, and I doubt that anyone has ever worked it out or ever will.

The reason for that is that if you know your date and place of birth, for a small fee you should be able to get a certified copy of your birth record, and you probably can do that over the internet.  If your friend is 18, she can get her birth certificate this way, and it will be cheaper, faster, and far less aggravating than trying to force her parents to turn over their copy.
