I am a lawyer in CT and practice in this area of the law.  Police officers can give you tickets based on their judgment of what happened.  what the police office assumed (since he likely did not see the incident) is that you were speeding.  I suggest that you plead not guilty to the ticket and when you go to court, explain what happened.  I also suggest that you bring a print out copy of the weather report for that day (you can get this on line) so you can show the state's atty that it was cold and was something that you could not avoid.
