I am a lawyer in CT and practice in this area of the law. private employers may ask this sort of question on a job application and you can choose whether to answer it or not. not answering may hurt your chances of being hired. There is no law that i am aware of that prohibits such a question. Employers that ask this question run the risk of not have a good employees because they ask questions like this. the choice is yours whether to answer. remember that you may refuse the job offer if the salary is too low.
