What's the best route to deal with this minor car accident?

Last week I backed into a car that was parked about 8 inches from the back of mine, the kid called his dad and his dad showed up. The dad then told his son to leave and said we can handle this ourselves. He didn't want me to call the police or make a report so we swapped information and went our ways. Now he is harassing me with a $1200 payment that he wants me to pay but my insurance will not covet it since no police report was filed.

If your insurance policy requires that a police report be filed with the kind of accident that you described you may still be able to get a police report by calling police who cover your area.  You may need the cooperation of the other party, and it would be in that other party's best interest to cooperate with you if they want compensation.  In addition, you should review your policy thoroughly to determine if your insurance company is giving you the right information regarding the need for you to file a police report in this matter.
