What will happen to the vehicle a person was driving when charged with a third offense dui?

I am a lawyer in CT and practice in this area of the law.  the vehilce will be impounded and the person that got the DUi will have to pay to get it back from the tow lot if it was in fact towed fromt he scene.  as far as the car is concerned, nothing should happen - i.e. as long as it is paid in full.  the issue is whether the person that got the DUI gets to drive it ever again.
