How can this be legal?

What Texas law allows auto insurance compaines to add drivers (that I don't even know) to my policy. Is this possibly legal?

This does not sound right. Insurance policies are like any other consumer good. If you are not happy about this, then call your auto insurance agent and/or buy an auto insurance policy from another insurance company and be specific who is and who is not be insured on the policy.
