You have a claim for negligence against the person who hit your car.  However, if your car was "over the line at a red light" and if that was a factor in the auto accident, you would also be deemed negligent which would reduce the amount of your potential recovery in your negligence claim against the other driver.

Prior to filing a lawsuit, if your auto insurance policy includes uninsured motorist coverage, it would be preferable to proceed through your uninsured motorist coverage for the property damage claim to your vehicle.  People who don't have auto insurance usually have little if any assets.  This means that if you filed a lawsuit and even if you won the case, you might not recover anything.
