What is "sovereign immunity"?

Question Details:

A city bus hit our van as it was turning into a school parking lot. The accident was the drivers fault and she was sited. My license, at the time of the accident was suspended by the state for child support. Although payment for support was made, I was not yet reinstated. The school board stated to my wife during a phone conversation that the board is covered by the sovereign immunity law. Do they have to pay for our vehicle?

I am a lawyer in CT and practice in this area of the law.  I am not sure why the school board is even involved.  the bus (i.e. the city) that hit your van is responsible and should pay you, not the school board.  I am not clear as to why the school board is a concern here.  please explain in another email so i or another lawyer can help more.  Or I suggest that you hire a car accident lawyer to help you.
