What is Bond Supervision?

Boyfriend got arrested for bag of meth found on the ground where he was pulled over. told him to report to a PO the day after he was bonded out. he does & learns about curfew, was given verbal permission if he was tending to his sick mother 30mls away. followed 16 mls. then pulled over by officer cause out past curfew, he let him go, sun. he was arrested again for warrent issued by PO for violating bond conditions. new bond $100,000. initial bond $5,000. Isn't this punishment to someone who has not been tries in a court of law against our constitutional rights?
