Would I still be required to pay child support if I was to sign over my parental rights?

Generally speaking, the courts will not allow you to sign over your parental rights in order to avoid paying child support.  The courts allow termination  - voluntary or involuntary - under certain circumstances such as conviction of abuse of a child, adoption by a step parent, etc.  Each case turns on the facts.
