You do not have to recieve a citation. Usually, the prosecuting attorney recieves a police report from the police and screens it for charges.
It the prosecuting attorney decides he has enough evidence he will file the charges with the court.
Usually, at the first hearing, the judge will read the charges to the accused and ask them how they plead (guilty/not guilty).
If you plead not guilty the judge will usually set the matter for a pre-trial. At the pre-trial, the prosecutor will usually make an offer to resolve the case.
