This issue of burying the indigent has been much discussed as the issue is on the rise across the country.  Illinois is no different.

Most states provide for the burial of those on Medicaid as part of the Medicaid program.  Your relative - or someone on her behalf, maybe a Power of Attorney? - should inquire what, if any, those rights are.

States also have programs for the burial of those in need.  Illinois has a state program I believe although many states have shifted the responsibilities to counties and towns.  The Illinois Department of Human Services picks up the tab for people who were on or eligible for public assistance so I would contact them first to determine what your relative is eligible for and information on specifics of the burial.
