What does a felon have to do, to be able to travel again outside of the US?

Question Details:

I had three felonies, all non-violent, with stayed sentences, and 10 years probation. It has been 12 years since the sentencing and I was wondering how I can get my rights restored or at least be able to obtain a passport?

As long as you are off probation/parole and were not convicted of treason. You can obtain a passport and travel freely; there is nothing in U.S. law that prevents most felons from receiving one.

A passport is merely a document that certifies a person's citizenship.  It is not a guarantee of character or anything else; it is basically an identity document.  In fact, the passport form doesn't even ask the applicant about criminal history.
