What do I do if another state has a warrant but is unwilling to extradite me on it?

You should go to the state and clear up the warrant.  It will not go away until you personally appear at the court and resolve the issue.  If there is a due amount of restitution, paying the restitution may clear up the case entirely for you.  You should contact an attorney in the jurisdiction that the warrant is out of to determine whether there is any way of removing the warrant without a personal appearance.
