What consumer laws protect against billing for unsolicited services/proguct given?

Most states have laws that protect against unfair or deceptive trade practices. This, however, does not seem like such a practice. Rather, it seems that the propane company provided this service for the former occupants and may not yet be aware that they have moved out. The invoice is not to you; it's not in your name; you haven't signed anything or agreed to any services. So just call the propane company and tell them that the previous owner has moved out; you are a new occupant and you do not need their services.
