What are the penalties for doctor shopping and controlled substances?

Prescription Drug Monitoring programs in many states prevent doctor shopping to obtain prescription medications to get around state laws on possession of controlled substances. 

Texas is just such state among the 38 or so states who have such a diversion program/drug monitoring program available. 

The Drug Enforcement Authority, especially in Texas since it is a border state, has stepped up its diversion program.  Further, such doctor shopping could be charged under traditional criminal acts of fraud, in which case penalties could range from simple fines to hefty fines in the thousands along with jail time.  This is of course in addition to any exceptions to the traditional controlled substance laws.
