What can I do if my landlord doesn't provide safe living conditions?

I was just wondering if legally there is anything I can do against my landlord? We haven't had heat or a working toilet for two weeks, wires are hanging out of the wall, we don't have a stove or or anyway to cook, and anytime we plug something in it blows a breaker. The landlord won't do anything; he has not fixed anything. The people upstairs moved out so now some of our outlets don't work because I guess they control our electricity. If there is any legal action I can take against this slumlord please let me know?
Two different things to try:
1) You can the landlord; he or she is violating your lease--you are paying to money to have a habitable space. (In addition, they are violating what is called the "implied warranty of habitability," which is a term implied in residential leases.) You can therefore bring a legal action to both force the landlord to make repairs and for monetary damages--e.g. for the difference between the value of a home without a toilet, stove, etc. and what you are paying in rent, plus any costs you've incurred (like having to do more takeout) because of the problems.
2) It sounds like there are some actual code violations; you may report the landlord to the local dept. of health and/or dept. of buildings, as appropriate, to allow the government to pressure him, too.
