I am a lawyer in CT and practice in this area of the law.  if you are within 100 miles of the court you will be required to attend the court hearing.  You will not be penalized if you are not legally in the US as you will not have to show your ID.  rather, the state will simply ask you questions about what you saw and how you reported the incident.  you should not have anything to worry about here.
