Must a licensed driver maintain insurance if they do not own a car?

I am a lawyer in CT and practice in this area of the law.  In order to have the right to drive a car, you must have a valid driver's license. Furthermore, regardless of who owns the car, you are not permitted to drive without valid license.  Thus, even if you do not own a car, you are required to have a license if you are going to driver any car - whether it is for work or for a friend who needs you to drive their car home becasue they are intoxicated.  If you do not intent to drive at all, then you do not need a license.
