In NC, what circumstances of a 2nd offense DUI would warrant impound and permanent confiscation of vehicle? First offense was 6 years ago.

North Carolina can seize the vehicle of a driver whose license is revoked by another state, if the revocation is for an offense that is "substantially" similar to one, if committed in North Carolina, that would make the vehicle subject to seizure. This would apply to a DWI violation charged to an out-of-state driver whose license has been revoked for a previous DWI.

I could find no provision allowing for the permanent confiscation of a vehicle under DUI law in the state.  Since I'm not sure of all of the circumstances of your case, you should really consult with a North Carolina attorney that specializes in DUI cases.  They will best be able to advise you as to all of this.
