Unemployment compensation benefits

Question Details: My husband had to quit his job because he is going blind. We applied for Unemployment benefits and were denied. He had a hearing and was denied again. Is he eligible for benefits if he is unable to work and not available because of his disability. He has applied for retraining through blind services but has not received benefits or retraining yet.
