The person that pays the taxes on a property, does it belong to them?

Question Details: For the past 14 years I have lived and paid property taxes, on a porty that’s not in my name, it is in my mother’s name (who has been decease for 14 years). Now it is time to sell the property what right do I have. Cause I have put most of my money into the up keep of the house, and now I will not get that back. Is there some type of law that states the person the pays the taxes is the owner of the property.
