Suspended Without Pay For Not Providing a Photo ID at a Company Random **** Screen

I was chosen for a random (non-government) drug test from my employer. At the site I realized that I did not have a picture ID which is all that they will accept in order to administer the **** screen. My boss told me to wait until my ID was mailed back to me but I got a replacement 2 days later and immediately informed management. A week later I was suspended without pay for 2 days because of this "incident". Nowhere in the sated company policy does it say that a picture ID is required for a **** screen. The company is aware that this was my first **** screen. Is this suspension without pay legal?
know that this seems harsh but it is probably legal.
Most employment relationships are what is known as "at will". This means that basically the employer can hire or fire someone for any reason or no reason whatsoever, as well has increase/decrease salary/hours, promote/demote, and generally impose requirements as they see fit. In turn, you can work for an employer, or not, your choice.
The only exceptions to the above would be if there is a stated company policy covering this, or there is a union/employment agreement that governs, or this situation has arisen due to some type of discrimination.
