I am not admitted in Virginia.  Let me get this straight:  you had a fire at your home, which you rent.  The insurance company for the owner investigated the claim.  You put in a claim for your stuff  - as you had your own renters policy - and now your insurance company can not get the info from the owner's insurance company to see if they can subrogate the claim.

Start with filing a complaint against the owner's company with the state Department of Insurance. But honestly, your insurance company should be doing this unless they are telling you that they will not pay your claim until they get the info.  Is this what is prompting you to act?  Then definitely file a complaint.  If that gets you no where - but I think it should move someone to action - then do indeed hire a lawyer to at least write a letter.  You may need no more than that.
