Notice of Relocation; filing a motion to prevent relocation. Do I have a legitimate reason to file? What should I expect to pay?

Question Details:

We share joint custody. Spouse can afford to remain in current area but wants to move. 1. There are 20 registered sex offenders that either work or live within 4000 ft of the new address (only 2 within current res; only 1 within my res). 2. The violent crime and property crime rates for the area are more than 2x the US avg; around 2x the rate of where she currently lives; and 5x the rate of my residence. 3. The intended new residence is registered to her current boyfriend. Our Dissolution Agreement, does not allow for either party to live with romantic interests, with child, unless married/engaged.
