Can you be ticketed after the fact?

Question Details:

I received a waring for  speeding, not a summons. Then 2 days later I received 5 summons in the mail which were not even addressed to me at the traffic stop. 1 of the summons is for the speeding warning given to me; the others are for not signaling while turning, 2 for dark tint on windows, and not being inspected. Is this legal?

Unfortunately, it's not illegal. The police can decide to mail tickets to you upon their return to the police station. They are not required to issue tickets directly on the spot. Be sure to keep all of the paperwork you received as a result of this experience so the appropriate arguments can be made to the municipal prosecutor and/or the municipal judge.
