Medical attention was not received immediately but was received 3 hours later only after other prisoners notified officers at the prison. He is afraid to get back on the bus and now has chronic back pain, what are his options?

You need to consult a personal injury attorney in your area immediately. You can sue the prison for the injury. You would have to prove that the prison was negligent in maintaining the prison. Did he report immediately? If he did then the 3 hour delay may be unreasonable.
