What can I do if the police won't charge person with hit and run?

I have asked the officer to charge him with hit and run so my uninsured motor coverage would take affect. When I said I needed this done he said that he did not have to do anything. I have the person on camera fleeing the scene and he confessed to the cops later. Can I sue the police department for not doing there job? These people have had a history of laziness and corruption and I am sick of it.
I do not think that a lawsuit is the way to go here, but rather letter to the police department enclosing the tape and providing a copy of the same to the local newspaper. Let the local newspaper embarrass the police departmenrt as this will hurt them much more - i.e. the mayor will look bad permitting the police to act like this and will certainly get a better response. As for the liability claim, you shoudl refer this to your uninsured motorist coverage and let them know that you are trying to get the police to help here but you are doing everything in your power to locate the person. I would also send the tape to the insurance company. you want to show that you are doing everything you can to locate the driver. Make certain that you hire a lawyer as well to help you with the claim.
