Per RC Section 2113.25 an "executor or administrator of an estate shall collect the assets and complete the administration of that estate within thirteen months after the date of appointment."  

If the executor cannot do this within that time he or she may notify all interested parties and apply to the court for an extension of this time.  The court then has the discretion to either grant or deny this request.
