What can we do if our neighbor tore down 3/4 of our back shared fence and now refuses to rebuild another?

Our neighbor's dogs broke through our shared fence twice. When we complained and asked them to strengthen the fence, they became irate with us. A week later they gave us a letter stating they were gonna tear the fence down and rebuild the next day. The next day they tore down 3/4 of the fence but never finished 4 days later. When we reported the dogs breaking through the fence to Animal Control, the neighbor came to our house and proceeding to yell at us again, Then she told us they are not gonna rebuild the fence. Do we rebuild and then take them to civil court for half the amount?
Why half? Why the full amount? You have the proof their dog damaged the fence. You have the letter stating they would rebuild the fence. They never built. You are not at fault. They are.
