How do we legally stop neighbor's child from harassing us?

Our next door neighbor's son rides his bike on our front yard, looks in our windows and throws rocks at our house. His parents don't want us to say anything to him, instead we have to go get them. They say we are harassing the child. They are threatening to call the police when it is their son that is the source of the problem. What can we do to stop this?
You can do a few things.
If you have damages, sue him and his parents -- make sure you sue his parents because they apparently have notice of his illegal activities and condone it.
You can also videotape the activity from the perspective that anything done outside of your home is in the public and he has no expectation of privacy in the public. Once you do, contact the police. Perhaps the presence of law enforcement would help.
