I hope you have comprehensive coverage as part of your car insurance, because that's probably the only source of help you have for the repair cost.
Unless the branch was one that had been obviously dead for at least a year or more, and there's a chance of convincing a court that the neighbor was negligent for failing to have it removed first, it isn't worth the filing fee to sue for this.
