Neighbor continues to Violate a civil harrassment restraining order

Question Details: We have a restraining order on our neighbor who has mental problems. He recently wrote a letter to the HOA dir. that I stole his bike and mail . He also gave him a letter from a psychiatrist stating I tried to stab him and he is being treated for panic disorder. The letter looks forged. He is trying to file false insurance claims for water intrusion from our unit. How do I enforce the restraining order on this type of continuing harrassment? Is it violating the RO? How do you battle a mentally ill person? the RO was suggested and it isn't helping.

It's always difficult dealing with people who are mentally ill.  There is no way to prevent someone from making complaints to law enforcement or other authorities.  The TRO only protects you from direct contact.  You can hire a civil lawyer to sue him for slander or libel or malicious prosecution, although it may be most prudent to just leave it alone and hope it stops.
