If my wife is being harassed by a former boyfriend can I file for a civil restraining order against him?

Since your wife is the person being harassed, she should be the one to file the restraining order. On the form requesting the restraining order, she will have to sign and swear under oath the specifics about the harassment. I don't think you have standing to do that for her.
