If my son is being sued from a local community college can they garnish his SSI payment?

My son has Asperger's Syndrome. I informed his first instructor of this and that he couldn't talk in class. She tried to make him and caused such anxiety and trauma he couldn't go back. He was on the Tuition Incentive Program (TIPS). After I withdrew him, they kept sending me (him) bills for different amounts. I called to ask what the last one was for and they said for an activity fee. Now he has gotten a paper served on him that says it is for registration fees. Now they want over $200 from him.Our only income is his SSI of $674 a month. I feel since he withdrew from the class, he doesn't owe it. Can they take his SSI?
