Question: Bankruptcy - Illinois

My so called friend ran up a $4600 power bill in my name. It is now on my credit and I just found out about it.
How can the power company let it get this high. What can I do. I will make payments but they wont let me now because it is already at the credit company. I have been working so hard on my credit, and now this. I never even received a bill for this. I need help! I cant really press charges on her because I gave her permission
