I am a lawyer in CT and practice in this area of the law.  The POA has a fiduciary duty to the person they are acting for to act in their best benefit.  if you believe that the POA is breaching her duty to your mother, then you should meet with a lawyer to bring an action against your sister for violating her fiduciary duties.  if you have real evidence that you sister is stealing you can call the police and have them investigate the theft of the money.  Fraud and stealing are crimes that the state should investigate.  I suggest talking to a lawyer and brining in your proof that your sister is stealing as you will need to prove this in court.  if the lawyer finds that you have a good grounds to stand on, he may bring this matter to the police's attention to have them take action against your sister.  if you want to work it out with your sister and give her a chance to return the money to your monm before you take action, i think that would be a good idea.
