My sister is incarcerated as is being evicted from her apt. She has asked me to collect her things. Does the landlord have to legally let me in?

In order to avoid any problems with the landlord, have your sister sign a paper authorizing you to collect her personal property from the apartment. The landlord would probably appreciate having a written authorization so that he/she does not have to worry about improperly releasing your sister's personal property.
