Embezzlement is a serious and re-occurring crime that is sweeping through businesses each day.  You need to first decide if you want to prosecute your sister and have the state come after her.  If you do, then report this to the police.  you will need to show how your sistem is embezzling money.  however, once you prove to the police how this is happening, the police with make an arrest.  the arrest will then give you leverage against her to have her repay you and/or the business for the money that she has taken.  If your sister repays you and relinquishes her interest in the business, then you can let the police know that you no longer want to prosecute your sister.  however, the state will do what it wants here once an arrest is made.  if you do not report this, then you will have to do most of the leg work here yourself proving the claim and investigating and you will not have much leverage to force a settlement if the business is all your sister has.
