What are my rights if neighboring tenants play loud music and management fails to evict them?

I live in an apartment complex. My neighbors play their music loud that I can't hear my TV or it wakes me up at night. The apartment security has been to their apartment to tell them to turn down the music. They have issued lease violations however the apartment management will not issue the last violation which would cause them to be evicted. Basically the apartment management has stated there is nothing they can do at this point. Furthermore, our neighbors now are banging on the floor and yelling when they are home. I need to know, what options do I have?
YOu have a right to quiet enjoyment and the use of your property. If fellow tenants are preventing that, you could, if necessary, sue the landlord to force them to take action. If you are willing to go that far, you should tell the managment that you will take them to court if you have to force them to act; that may encourage them to take that last step.
Also, contact your local dept. of buildings or housing and/or police dept. and find out what the rules for noise are; it may be the case that your neighbors are in violation of code by being too loud or making noise too late at night and you could call the police.
